One another person I can think of is an IAS officer in TN Cadre called Umashankar. He was the MD of ELCOT. He single-handedly moved a good lot of govt offices in TN to FOSS. It was a mammoth and great effort. So much so that folks were swearing by the ease of use of FOSS.
