Strictly speaking, a "policy document", even when issued by the Government
(eg. IT Policy issued by the Kerala Govt.), is only a guideline and cannot
be enforced. i.e, One cannot approach a court on the ground of violation of
clauses in a policy document.  Only Executive Orders(G.O.s)/ Statutes(Acts
and Rules) are enforceable.
