1. freedom
2. sugar learning platform
3. support for Indian language localisation
4. support for visually impaired children at no additional cost
5. and a host of other studio learning software that are part of the free software stack for education. 6. ability to collaborate and participate in shaping the technology as well.

please, please do not neglect the FREEDOM while drafting your proposal.

And IMHO freedom is a major aspect in terms of practicality of free software. While others think it is just an idealogical issue, please make it cleare to said organisations that freedom to do things like localise or add somem more features is very crutial. Add to the fact that many organisations have the money to buy proprietory license.
Why not use the same money inn a much better way?
may be such funds can be diverted to make the software look and behave exactly the way one wants.
And also fs does not cause vender lock-in.
So the concept is very very practical, its the way one puts or pitches it to different kind of people, such as students, teachers, management etc.
