Collabcad is a good candidate as it is public funded and can be veered round to 
full and true open source ( which it is not today )  if usage and community 
support generates enough pressure and advocacy

It is excellent Solid Modellers, and can be used to develop to replace
AutoCAD 3D CAD, but as such it can't be used.

CollabCAD is similar product based on open source software from NIC,
which can be used to replace AutoCAD, but it is not open source.
