Well, some times the very obvious is the one which is not so obvious.
While the OP will put his views, I see this as clear as daylite.
If the said bill is connected with a web site then that site aught to have compatibility with all the open standards, should be browser independ and all the other points mentioned. If there are documents which will be downloaded or are associated with the bill, for example some kind of explaination or some form etc, then it should be in open standards. As such we need not go into why open standards are so important and things like doc or docx thrown out. This is already nown to the members of this list and so Seeing this as a public afair, there is no point supporting proprietory stuff.
