First you have to get rid of the idea that FOSS means "free of cost".
Practical world revolves around money.

So have a proper organisation and let people pay nominal amount and
subscribe.
Have plans like

a) Free support through forums and groups
b) Paid subscription for e-mail support from an expert group
c) Paid subscription for phone support .
c) Paid services for onsite visits from volunteers.

It can be like e-lance ( online bidding) etc which will enable  FOSS
professional to serve the people and also make money.
