Incidentally, the same issue of the newsletter also reports on an agenda tabled by Mr Nandan Nilekani that recommends boosting the work of HR development of the government by outsourcing it to 'the private sector'. As we have seen in the past with the other recommendations made by this 'expert', 'private' is synonymous with 'closed, proprietary'.
