There are severe problems in using this at survey stage.

The definitions are actually vague and need more work.
Aspects of implementation should follow in an obvious way.

To start with we should specify better and aim higher.

For example, most Indians would be dinosaurs when it comes to sex education.
These things should be part of IT literacy as school and college level
syllabi are still written by dinosaurs :)
