We really don't know when that would happen, so I don't want to recommend it. TextSecure is fully Free Software, both client and server, so I prefer that. This particular mail was about an improvement to WhatsApp, I still don't recommend it. With end to end encryption as default it is better than telegram (in telegram end to end encryption is optional, and there are already Free Software clients for whatsapp). I still don't know if whatsapp will federate with TextSecure network (it seems unlikely), if that happens the concern for centralization will also go.
