YES - this is likely worth doing.  A few thoughts in no particular order...

- Perhaps delivering the industry standard DHCP server is part of Indiana.
- I would highly suggest that the timeline on this line up nicely with
any installation updates that will touch the way that DHCP is managed
so that people only need to re-learn once.
- Maintaining dhtadm and pntadm for those that have automation that
depends on them is important.
- I worry much less about dhcpmgr - there are quite likely other GUIs
available that would be seen as a great improvement.

FWIW, I'm pretty sure that Sun's N1 SPS uses ISC dhcpd as well.
