I was grepping through final materials instead. So most Nemo interfaces 
were initially Project Private and 2006/249 promoted them to 
Consolidation Private.

I'm a little familiar with the document :) It's true in the sense that 
"Contracted" is simply a modifier applied to more basic classification 
levels, but the resulting new level changes the way interfaces are 
consumed - and that's what the taxonomy spec is all about.

Agreed. Not only that, but start promoting them to DDI. With runtime 
versioning in place, it's not that scary.
