Absolutely. Define a function they can call to finish the checksum in
the event they have a hardware limitation that prevents the use of
checksum offload on a particular packet.

Working around chip bugs and quirks on mostly-working widely deployed
hardware is practically and economically necessary. You can't "fix"
chips like you can fix software bugs; the best you can do is pull the
failing component and throw it away in favor of a newer revision.
Consider, also, that many of these chips are soldered to motherboards...
