The distinction is with the SXDE install option -- the old-style
installer doesn't enable NWAM.

If you're interested in fixing those things that bother you, then get
involved with each relevant project team and community and suggest
alternatives that you believe fit what you want.  Or at least file
_specific_ and _clear_ bugs that outline what's broken.

Otherwise, I expect the teams to continue working on things the way
they see fit.
