I agree the fixing i.services is just a bug fix.  I mean that breakup of 
/etc/services into two files (/etc/services and services.iana) would 
have significant ARC impact (already there are good arguments against it 
raised by Jim & co.)  So its that breakup that I think you want to avoid.
