I did some more thinking about this, and I guess I can pretend that it's not a regression, provided that it only gets that bad (a few minutes per upgrade) and then doesn't get substantially worse, and doesn't affect any other package installs in a noticable way. I still don't think that splitting out "services.iana" is a good solution, though.
