the inconsistence could also be fixed by renaming ipadm to netadm 
except that netadm is "taken": http://netadm.sourceforge.net/

The other point to consider is that 'netstat -s -P ' is
pretty standard (I was able to google up pages for this
linux & micrsoft, and I recall using it on the BSD based Tru64).

So we could recast and enhance the netstat output into 
an ipstat, but I think the netstat/ipadm pair might not
be totally eradicable.
