It is Solaris 10, so there is no dlmgmtd.
Is there an aggregation created over qlge0? It seems that DL_BIND_REQ
returns with EBUSY.

Hmm, I wonder if your /etc/dladm/datalink.conf is corrupt or contains
incorrect information for the device in question. Here's an experiment
to try: Move the /etc/dladm/datalink.conf aside (to save its contents
for later analysis), and create an empty file in its place. Reboot the
system and see if the problem goes away. If this works, then there's
likely a bug in dlmgmtd.
