Ping how? Have you tried "ping -n"?

What you're describing sounds like a problem with name services, and
possibly a problem with the "router" you're using. It's not impossible
that it just doesn't like having static IP addresses on the network and
wants to use DHCP.
Some basic information to gather would include:
- snoop or wireshark traces when it works and when it gets slow
- messages (if any) in /var/adm/messages
- "netstat -ni", "netstat -nr", and "netstat -np", particularly if
different when fast and slow
- "netstat -s" sampled once before a slow connection and then again
after
- "kstat <driver>" for the Ethernet driver you're using before and
after the slowness starts
- "dig <name>", where <name> is the name of a host that you try to
contact through your browser and that seems slow
