Since now both the modem and the sound work for user one after first enabling PnP
in the Bios and then disabling it again when that only made things worse (and
don't ask me why that changed anything), I have come to pretty much the same
conclusion.

But how can I find out where the modem configuration is different, and how do I
fix it?

The only thing I can think of is that it has something to do with the
Fax/Voice/Data answering machine program that comes with KDE, since that is set up
for root and user two, but not for user one (the only one that the modem works for
in KPPP)
