I used to have an HP, piece of crap, hate them now.

Since you have tried most other things and you were able to install 95
by doing so, it is possible to launch the Mandrake installation from
DOS.

Put CD1 in your drive and then boot using the Win98 boot disk choosing
the option With cdrom support.
Be sure to make note of the drive letter assigned for your cdrom.
Once you are at the a prompt change to the cdrom drive and then to 
the directory /dosutils and run autorun.exe.
This will launch the Mandrake installation and hopefully with the cdrom
driver already loaded you will be able to complete the installation.
Since you are using shared vid memory you will need to pass that info to
the installer using mem=252M
