I believe it is /usr/lib/python2.3/site-packages/BitTorrent/download.py
It is on mine.
Had a quick look but could not see which line you edit (will look again when have more time and a sensible head on :-) )
Anyway I thought there was a switch you could add to the command line when you started it that enabled you to limit the max upload?
Can't remember what it was though!
