The "restore" partition usualy has the information to restore the
software that came with the system. Exactly how you access it depends on
the system, but sometimes you hold a key when booting, and sometimes you
need a boot CD. It is usualy a good idea to make a backup of it before
deleting it. You may find some tools for creating a restore CD set.
Again, it depends on the vendor, but it will usualy create something
like a 6 CD set with everything needed to restore the system to a fresh,
"out of the box" state. By doing it this way, the vendor doesn't have to
ship all the CDs with the system. On the other hand, it can make life
interesting if you have to replace a hard drive.
