Can you run both hard drives at once? If yes then here is what I'd do.

1) Remove old HD, take the new HD and install Winblows like normal, but make the NTFS partition only 45 gigs. 2) Install Mandriva again, create a vfat 5-10 gig partition for transferring data between OSs, then partition the rest for Linux, and install like normal. 3) Now put the old HD in, install and mount the new HD as a slave or something (might have to play with boot order so it doesn't try to boot off of the new HD).
4) Type cp /home/* -a /mnt/newhd/home and repeat for all the data you have.
5) Find a similar way to repeat in Winblows.

My way should give you a few insights into how to do it. I'm not sure it'll entirely work, and you might not even need to do some steps I've outlined. But that should get you rolling.

I am going to upgrade my hard drive in my Inspiron laptop from a 60 gig to a 100 gig. I am dual booting XP and Mandriva 2006. My 60 gig is split half and half with XP. Both OS's are starting to get close to full. Is there a utility that I can use to archive my stuff and plunk it right onto the new drive that will maintain the 50-50 partition setup?
