It does, and with a high drool factor too. :-)) This level of stuff is
a bit pricey for the current project though.

Ok I wasn't sure quite what you wanted. Let's cut the budget down a bit.

AM2 NForce mobo: 70 bucks or so

3800+ X2: 150 bucks

http://www.newegg.com/Product/Product.asp?Item=N82E16817103457 Enermax Power supply: 70 bucks (DO NOT skimp on this part at least)

Those are a few parts that are guarenteed to have support. NVidia always is recommended. I just don't like VIA because of my experiences with them. Hopefully this will give you some good ideas. The nice part about AM2 is you probably will be able to upgrade for a while. Or you could go with a Biostar TForce mobo with onboard video for Socket 939 if you really need a budget, then get the 3800+ X2 939 edition, then get the G.Skill PC4000 RAM or something. Those are a few AMD options (as AMD is more for budgets anyway).

Ok I forgot something, I knew it. The parts I recommended allow a decent overclock. :) But if you leave it at stock I'll understand :p. At the very least if you get the G.SKill PC4000 and a 939 setup, you can lower the CPU multi and run the RAM/CPU 1:1 while remaining at stock clocks which will increase performance. 939 or AM2 are good choices in this case, and I think there is a Biostar AM2 board with onboard video in a TForce setup or something.
