What do you mean by this? What particular package is missing documentation?
Are you aware most Documentation gets installed to /usr/share/
and /usr/share/docs ?

These files are usually associated with building packages, why do
you think you need to add this switch, and to this file?

macrofiles :
/usr/lib/rpm/macros:/usr/lib/rpm/i686-linux/macros:/usr/lib/rpm/mandriva/macros:
/usr/lib/rpm/mandriva/i686-linux/macros:/etc/rpm/macros:/etc/rpm/i686-linux/macros:
/etc/rpm/macros.*:/etc/rpm/macros.d/*.macros:~/.rpmmacros
(note: the separating delimiter is the colon : )
But you should be able to tell if this is set by typing:
$ rpm -qa |grep "excludedocs"
and mine shows no output to indicate it isn't set.

BTW. I am still using 2006 at the moment, hopefully get to upgrade in
a few days. So I am not sure all this applies to 2007 or what you
are asking, may be too much information.
