There's just been a major upgrade to the openstreetmap today, so first
you'll need the very latest version of josm for it to work at all:


A new version of JOSM compatible with the new format is available at
the usual location:

http://josm.openstreetmap.de/download/josm-latest.jar


I think at the moment the database is read-only, so any changes you make
might not be able to be written back for a little while. It may be that when
you tried to connect it was still in mid-upgrade. Maybe wait a little while
& try again.
