I have occasionally seen something very similar to what you describe
using linux here in the uk (so much closer to the servers). It has
usually been transient, so I have never properly investigated. At one
time I suspected that packets were being blocked by my router since
rebooting it seemed to clear the problem. I did check the router log but
found no record of blocked packets.

So I suspect there is a longstanding bug lurking (or router
incompatibility) which you may just have tripped over. So I hope that
you don't give up, but your report helps to track it down. I do recall
that "recentering" and then zooming often seemed to trigger the problem.
