I don't think that's the case. If you want to be able to find yourself on a map 
you need more information than just the ways that you can use. Only then can 
you navigate by e.g. saying: Ok, I have to take the next street on the right. 
Actually, the reason why I don't use any OSM cycle map to navigate with the 
bike is because it doesn't show all the paths in the wood. There's no way to 
know where to go, even with a GPS. So what one really needs for biking is a 
map, that shows all the paths and highlights the ones which are suitable for 
biking.
