It's obviously modificable.
For solving this disputing.... I think if all of you are agree, I
think it could be proposed like proposal tag.
What "I" think is that such polygons have nothing to do in OSM.

"I" think this provide information. And we could add this information to
OSM. The "problem" is "how". As ordinary highway is not the most
appropiate way, I think. So it's a problem, and we (all OSM community)
could (read should) find (read at least search) a solution.
