Sounds like more of an X and/or KDE issue (or gnome or whatever desktop you used), that may have been a result of Suse's configuration utilities for those programs. Or maybe a mouse driver issue. When I first bought my cheap GE optical mouse it worked kinda funny at first (this was with Mandrake), but then some updates came down the line and it's been fine ever since (an XFree86 one in particular seemed to be the crucial one). It'll be interesting to see if a different distro solves your problem.
