I think the issue that is of immediate relevance to small-to-medium NGOs
(and others) is that it is currently quite difficult to find quality,
reasonably priced, Plone hosting services that are approachable for new
site administrators who need something less than a dedicated server.
This is due to the non-LAMPy nature of Plone/Zope (and is a huge issue
for Ruby On Rails, Django, Turbogears, etc., too!).

Out of interest what would small-to-medium NGOs class as a reasonable
price for Plone hosting services? As has been said there are a lot of
pretty reasonably priced hosting solutions out there already - they
might not do much hand holding for plone setup but then we have lists
like this and other community lists that can help. Maybe there is a
section on plone.org which helps with setup (or should be). I can't
believe that it can be that difficult to have a fairly standard
procedure for setting up on Ubuntu Dapper linux distribution. There
are very good tools for installing & we do quite a lot of Plone/Zope
installs on our servers using Ubuntu - perhaps we could put up
instructions somewhere. Admittedly this is not as nice as having
control panels etc but would be a start.

What matters is what people think of as reasonably priced as the
prices for dedicated servers and, especially, shared virtual servers
can be very reasonable (to me at least). Whether you get proper
support at that price is a different matter....

Zahid
