Though who adds the features and who decides which ones are implemented?
That's what I meant. I'm not suggesting BDUF, I'm suggesting a step back
from the framework and look at what should be done, then add those tasks,
ask volunteers to develop them from front to back (that means: code, design
decision description doc (for maintainability), tests and documentation
(!)).
