The carb sets will all work on any years of 700s. Your description leads me to think that the diaphragms may be bad. A set of those will exceed the 219 price. Are all the jets the correct sizes ? I've run into this before on a carb set that was modified (stage whatever) and the holes in the bottom of the slides were enlarged and the jets drilled out. . I will assume you have exhausted all resource IE; diagrams, spec charts,etc. Ten times R&R would get to me too. There is a packing set that includes all O rings for those. At 219, go for it. It's easy to spend more just in critical parts, if needed. The rev range where your problem is, is just below the rush that sets in as it climbs. it sounds like you've never experianced what they really run like. Too bad. The 84~85 carbs are different from '86 but it doesn't matter in the real world. Get it humming.
