I read Mark's reply and I don't agree (no offense Mark) I would go for less...much less. The '82 CB650 is a two valve, single cam engine and chain drive, five speed. I had one and they're nice but not in the same league as the '83. At 19k, the head cover should be worn at the rocker shaft bores. That can be repaired, but it needs caliper work and a rusty tank, and it doesn't start. Too much work and $$ to add to $500. A nice example would only be worth about $800 around here. Offer $200~250. or, save for a later model. (IMHO)
