Alright, if you have spark at all cylinders and compression+fuel but wet
plugs..
Shut off the fuel supply, use air pressure to blow dry the cylinders through
the open plugholes, install clean, dry plugs gapped larger than spec and try
starting it without choke. It should start and run briefly. Use the choke to
restart it. If it continues to run, open the fuel valve. All of this sounds
like a severe flooding issue. If you do not have spark at all plugs, we take a
different course. How long has this bike sat ? If this is a first start after a
long lay-up, the float valves may be stuck.

What is your skill level ? I can provide instructions to diagnose the system if
you can perform the needed tests. There is NO simple answer to your question.
