I had called AAA & they shot down anything but the standard transfer procedure

Not so,  I go to a notary here in PA and as long as I have a copy of the seller's signature and the seller has signed the title, it can be transferred.  She (notary) showed me the 'rules' from Harrisburg and indeed the wording states the kind of id required only.  This notary does all she can legally to help the folks and knows all the ins and outs of PA law.  She was even able to transfer a title of a deceased seller of a 1970's CB350 to a friend of mine.
