I live just outside of Philly. I purchased a bike for my wife this spring and had the owner just sign the back of the title. When I went to AAA to have the bike titled and registered in my name they refused since the previous owner's signature wasn't notarized. I had to find a lenient, acquaintance notary to notarize the previous owner's signature before I could complete the title transfer.
I don't think I have ever purchased bike less than an hour away from home.
