Hello, I live in Pa. also and when I bought My 550 Nighthawk last year out of Bloomsburg Pa. the Notary there was by book right down to the Sales Tax. And Since I wasn't Registering the Bike that Day also brought more Questions from this Notary. Years ago as you say you could have the Owner Sign the Title and you could take the Signed Title to the Notary of your Choosing without the Owner Present. I have Personally did this myself for Years but doing this is called having an Open Title, now against the Law. Here my Home Town it is up to the Notary, the one I personally use works with me.
