I'm not the most experienced. However, I would certainly say the carbs would need a rebuild. The old NHs were notorious for corroding over time, especially if they were left on the side stands. Something about the way the floats and needles rested when the bike was off... Either way, carb #1, and maybe all of them could use a good rebuild after a 3 year garage rest...
