A good hardware store should have an assortment of rubber plugs. They're
conical in shape so pick one where the small end is just smaller than the
opening and the large end is larger. I also drove a screw into the center of
each one so I'd be able to pull it back out again easily. You'll need three.
1 small one for the petcock opening, and larger ones for the sending unit
opening and filler cap opening.

This was a can of liquid, no aerosol. I didn't run it through the engine
though. I used it to clean the tank while it was off and dried it before
filling it back up with gas. Digging through the archives on the group I
found the following thread discussing rusty tanks. The Kreem treatment, and
a product called "Evapo-Rust" that seems to be the bee's knees...
