Are you sure that the 3 "small" ones are completely clean? I saw the same
thing you describe on a set of Keihin kawi carbs I cleaned a few weeks back.
Turns out the "small" ones were just partly clogged. I soaked them in some
B12 which loosened the gunk up enough to get a wire through.

Someone may have drilled the "big" one out, too.
