I'd also like to chime in that on my '83 CB550 I had weird turn signal problems similar to the ones your experiencing and the fix was replacing the relay. Now I don't know about compatibility with your bike, but I ended up getting a relay from eBay for an '06 Kawasaki that was a direct replacement. I ended up paying like $15-$20ish for it versus the ~$80 the Honda dealership wanted (And on top of that, the part isn't even available anymore which is stupid because electronically speaking these things are about as simple as you can get). And I agree, you can test pretty much all of the possible causes of your issues with a 12v batter and/or a volt meter.
