Drop in voltage could be it. There's also a screw on the back of the horn,
that probably has think paint or something else sticky to keep you from
turning it. That's the tuning screw for the horns, At different voltages the
plate is going to vibrate at different frequencies and that screw may need a
quarter twist in one direction or the other. They set it at the factory and
poor the goop on it so it doesn't turn again, but it's your horn, you can
turn that screw if you want to ;)
