It's actually not too bad where I live. It's only regularly below freezing during the day in late December, January, and February. By mid March it's usually warmed up enough that ice isn't much or a problem. There will always be exceptions to the rule but we have fairly short winters around here. The downside to that is we get the worst of both worlds. The three months of summer are usually around 85-90 degrees and it's humid enough to feel like 105.
If you end up having to repair the bolt be careful. These things are cold rolled steel tubes which means they will expand permanently when heated past a certain point. My dad and I attempted to repair mine by cutting a metric 10.9 grade bolt to length and brazing it in the hole the easy-out had made (after resizing the hole of course). This worked well but to ensure a good braze he heated it til it was cherry red and it caused the back half the bolt to expand. The filter bypass plunger wouldn't fit anymore nor would it go into the filter cradle. I then had to chuck it in the lathe, turn the outside back to the right dimensions, and then use a boring bar to resize the hole. We weren't quite sure the bypass was working properly when we were done and decided to replace the thing anyway but I did ride with it for a week with no ill effects. I think you'd be ok if you don't get it quite as hot when brazing it but if you're unsure take it to a professional with access to a machine shop and explain all this to them.
