Gene,

Assuming you're talking about the little metal tab pressed up against the
side of the bolthead on the underside of the peg, you don't want to remove
it.

I just took one of my pegs apart so I could help out here. Easiest thing to
do is unpin your peg from the bike, hold it upside down in your off hand,
then use an open ended wrench to loosen the bolt. It took a 10mm wrench on
mine.

That tab is there to keep the bolt from loosening on its own, just a little
spring plate. You shouldn't have any troubles using an open ended wrench of
the right size, it just takes more movements.
