There's two sides to any video file. The codec, and the container. The container can be mpeg, avi, whatever, the codec is what decides the size and quality of the file. If you still have the original media reripping it would be the best route. Tweak the resolution, bitrate, etc, before ripping it. Smaller the resoution, the smaller the file size, but also the less sharp it will be.
