If you need choke even when it is warmed out, it probably means that it is too lean. I guess putting a new clean filter can make it even worse since more air is passing through. I do not have a good explanation for the situation getting worse over time. I would try cleaning the carbs and enriching the mixture. You should try the #4 washer mod too.
