Jim,

welcome! I am sure with a bit of elbow and patience you can make it look a
lot better. I will do all that you have mentioned (oil, oil filter,
seafoam). You could also replace the spark plugs (they are cheap enough),
and check the air filter (perhaps replace it if too old). I will also check
the idle screw, perhaps the idle is set too low. I don't know where it is
located for your particular model, but I am sure somebody else here knows. I
am also pretty sure that is not the original exhaust, so going back to OEM
is probably your best option. Usually, after maker exhaust are meant to be
louder than the originals.
