It has an o-ring so I can't see why it needs to be any tighter than hand tight 
+ 1/4 turn.

I waited... ten... long... days... with... no... bike... for... BikeBandit... 
to... deliver... the... "Don't Open" cap.

It took a LOT of will power to torque it down to spec once I had it on the 
bike, 
visions of another split were dancing through my head, but it torqued down fine.

I have no idea what kind of pressure builds up under the cap (it's plastic 
after 
all) so maybe some cork or a bit of hardening putty might work, but personally, 
I'd just go for the new cap.
