A buddy of mine had this issue once. Hooked an electric vacuum pump up to the
bleeder valve and everything. I took a peek at the master cylinder and noticed
he'd put the black rubber diaphragm, that normally rides on top of the fluid,
in and then poured the brake fluid on top of that. Sounds like an obvious
thing to check, but just thought I'd share.

Hmm... With cars, they always recommend bench-bleeing the master cylinder to
get the air out of the main piston. You could try to run an old hard line (or
some kits come with a bench-bleed plastic hose) out the main port and it will
dump directly back into the reseviour. You should be able to bench-bleed it
until no more air comes out the line, then hook the regular line back up and go
from there.
I'm thinking you may just have too much air up in the master cylinder and it
can't create any pressure.
